Bihari Obama...journey part III


Before 2004 Bihar was seriously ill in terms of having an active, vigilant and effective administration. And here comes the 1st magic of shift of power to NITISH's control. Even the biggest critique of Nitish would admit that he is a good administrator and has great Leadership quality and that was exactly required for Civil administration in Bihar. Someone who can be rude, someone who can abuse and someone who has the balls to take almost dead bureaucracy HEAD ON. Change is visible and we all must Thank Nitish Kumar for that.

But since this debate is about the effectiveness of NITISH's government, I will have to act as Devil's Advocate and look into the delivery part. What we understand as Administration is the channel that takes or execute elected government agenda or manifesto or plan on to the ground level.

With the Victory of UPA coalition in center suggest that NREGA and RTI was a success and if we look in to the NREGA plan it would make you feel that this was designed keeping only Bihar in Mind. A law that gives guarantee of 100 days work to non skilled workers cannot be called success if Bihar does not have this implemented effectively. Bihar has genuine problem of labour Migration.

Unfortunately Bihar government or shall we say "Nitishji never seemed serious about the execution of this and hence lakhs of Bihari workers who could have been benefited from this had no option but to leave home and hope to have good mood of Raj Thakreys and ALFA etc.etc. for their lively-hood. .. Failure of NREGA implementation really unfolds the caliber of Bihar Current Administrative structure. Money gets lost in graft and commission is understandable but upto what extent is the denominator of a successful administrator.
Indirect effect of NREGA not being implemented is the work that could have been done by a very strong rural poor population such as Filling up Roadblocks, tree plantation, making of Kharhanja (road of bricks) etc etc and all these would certainly have made lots of difference to the life of those who lives there but......no.....how come any plan which is meant for people (mass) be implemented effectively.
Problem lies with us (like beauty lies in the eye of beholder) similarly we cannot see things beyond ritual work done here i meant -----Job that people can see and get happy .e.g. roads of patna and some cities, state highways, etc. the moment u step down from towns you would know the actual growth and success of rulers in last 4.5 yrs.....

1st failure is not implementing the Plans where 3rd party (center govt) is paying now coming back to other administrative flaws during Nitish ji regime .....abstinence of Horses for the courses....
Reason why laluji downgraded bihar's administrative caliber was very ridiculous, non of the competent officers were given serious and responsible jobs, they were kept in headoffice by the virtue of being born in a particular cast or religion, all promoted, people from state service commissions were given charge of different districts and hence we have what it was supposed to deliver.....incompetent workforce cannot deliver the result..... Now four year down the line if you see nothing much has changed in terms of administrative command in to the right hands. We still have DM's in Bihar who takes bribe as little as Rs 500/-

Interesting Fact:- Nitish government plan to promote girls education in Bihar (thanks & kudos to Nitish) is very successful, everywhere you will find girls riding their bikes for schools. How come this can be implemented so fastly and perfectly but not NREGA...
Answer:- This plan was to be executed by Administration (local) of each districts, procurement was there to earn bounties and result we all know its a successful plan.
NREGA did not have same fate as local admin has nothing to do in terms of payments and expenditure, in simple words

Like Lalu ji in nitish regime also interested in plans which makes them get biggers......
